CF Guard Desk foundation

The initial public line establishes the Cloudflare audit product family, the desktop shell, and the posture-analysis pipeline.

Vault-gated desktop flow with local-first persistence

Rebased the product into the CF Guard Desk line while keeping the operator-console shell lineage from the R2 Desk fork.
Added collectors, normalization, path intelligence, posture engine, safe probes, audit rules, scoring, recommendations, and exports.
Removed legacy R2 storage-only command handlers and product metadata from the active desktop repository.
